This issue happens with 2.0b47 and 2.0.2b01.
Steps to reproduce:
1. Install Win7 Ja ISO image, then add languages (de, fr, es ...) from language pack iso.
2. Change the "UI language", "Format" and "Language for non-Unicode Program" to German.
3. Run SDK installer
SDK installer doesn't have German resource file, so all the dialogs should be displayed in English. However, the welcome dialog, option-dialog, setup-complete dialog are garbled. Other dialogs(progress dialog, runtime progress dialog are displayed correctly in English.

If change the "Language for non-Unicode Program" to Japanese and keep others as "German", above 3 dialogs displayed in Japanese correctly.
So when Ja is the base installation language, it looks like SDK installer can not fallback to English for de,fr,it,es. But it dosn't happen for sv, pt_BR, zh_CN, zh_TW, ko. And also doesn't happen on Win7 En + 10 language packs.
JDK installer doesn't have the problem, it fallbacks to English when German resource file is not there.
