SDK installer fails to install anything for latest 2.1 build

      The latest SDK installer from http://jfx.us.oracle.com/hudson/job/2.1/22/label=windows-i586-14/artifact/artifacts/bundles/release/ fails to install the SDK. If the 2.1 runtime is already installed, then the installer exits without doing anything. If the 2.1 runtime is not already installed, then the SDK installer quickly does nothing, and then the runtime installer fails because of missing files (see attached dialog).
