Lens:HelloSanity:Controls::ScrollPane jitter when holding the finger on the pane

      it seems that to many mouse moves are been sent by touch events.

      how to reproduce
      - run Lens:HelloSanity:Controls::ScrollPane
      - press the scroll pane and don't lift your finger or move it
      or
      - attach also a mouse, then you will have a cursor, and touch somewhere on the screen with out lifting or moving your finger - the cursor will jitter
