Small scrollbars in HTML controls are unusable

      Small scrollbars in HTML controls are unusable.
      The following DRT tests can be used to reproduce the problem:
      fast/forms/basic-textareas.html
      fast/forms/basic-textareas-quirks.html
      fast/forms/select-initial-position.html
      (the first one is attached)

      Arrows cannot be used properly, and sometimes all the control content gets scrolled somewhere far-far away. Mouse wheel scroll is working fine.
