There are some mystery reasons where a user cannot uninstall a version of the FX Runtime. When a user cannot get a FX Runtime off of their machine, they are stuck forever. We need to detect a situation like this, and force a remove of the corrupted msi. This way a user can at least upgrade to a newer FX or reinstall again.
