Rendering issue on Windows

      Windows 7 + JDK 8 b118

      See the attached inspector_paint_issue_b118.PNG.
      As you can see the top border of some controls is doubled.
      This is only on Windows, and new since JDK 8 b118.

      This has been reproduced on several Windows machines.
