Testing env: 64bit jre8 nightly bundle at http://rehudson.us.oracle.com/nightlyws/jdk8-deploy/b255_2013-06-25-0301_4892/bundles/windows-x64/, 64bit win7, IE8

Steps to reproduce:
1. install the jre above
2. make sure java console is hidden.
3. load an fx app in browser, like http://rehte.cn.oracle.com:8080/wshost/new_framework/new_framework/tests/javafx/fxfeaturesTest/html/testCheckProperty.html, if the app stops at preloader spin image, no security dialog shows up, bug is reproduced.
if we set java console to be shown, no such issue.
