JavaFx runtime does not display on other users' windows add/remove programs panel

      Reproduce steps:
      1. Prepare 2 users in the OS, such as user1 and user2.
      2. Log in windows with user1. Install a required JRE
      3. Start JavaFX runtime installer and install with default setting.
      4. After installation. Log off user1 and log in with user2. Then open add/remove programs panel.
      Expected: JavaFX Runtime is displayed in the program list.
      Actual: There is no JavaFX Runtime in the program list.

      I'm using windows XP 32 bit SP3 with build b41.
