fail to create ping when install fx runtime on windows vista 64 bit environment

      There is no ping created when installing fx runtime b41 on vista 64. It said" :: JavaFX Installer Pinging ERROR." I attached the log to indicate this issue.
      The test environment is esxsqe5-25.us.oracle.com username/password is javafx/javafx
