We need to update the README.html file in the SDK to be a pointer to the JavaSE OTN page, which will contain the actual content of the README. Additionally, we need to include the README.html, THIRDPARTYLICENSEREADME.txt and COPYRIGHT.html file in the Runtime as well as the SDK.
