TableView.scrollTo() always scrolls to the end of the table

      The attached test case makes a call to TableView.scrollTo(0). However, this seems to scroll the table to the *bottom*, regardless of the value passed in.

      This started with FX 3.0-controls-scrum #74, which contained only this fix:
