[VirtualFlow] ScrollBar thumb always appears to be minimum size (and not based on the visibleAmount)

It would seem that the code at the beginning of ScrollBarSkin.layoutChildren always calculates 0.0 for the visiblePortion, which appears to result in the thumb being sized to the minThumbLength later on in the method.
