This issue is reproducible on windows XP 32 bit. IE is version 8. This case passed on windows 7 32 bit

Tested with FX 2.1.0 b18

Reproduce steps:
1 Check preconditions
        Supported JRE version exists
2 Invoke the JavaFX installer. Navigate through the install and accept all the defaults
3 Invoke browser without any JavaFX app
4 Attempt to uninstall JavaFX

Expected: A FIU window should be prompted
Acutally: FX runtime was uninstalled smoothly and no FIU window at all. IE is still there
