[ScrollEvent] cannot be received by scrollBar, which is embedded in a VirtualFlow

ScrollEvent cannot be received in scrollBar which is in listView

Steps to reproduce:

Run attached application. there you can see a list view and scrollBar under it.
1. Add form component in list view using according text field and button.
2. try to scroll scrollBar using mouse wheel over the scrollbar in the bottom of the scene.
3. try to scroll scrollBar using mouse wheel over the scrollBar which is in the list view in the form component. (I couldn't do it).
