FIU dialog does not appear when uninstall JavaFX with Firefox or Chrome browser running.

      Win7

      1. Install 7u4b13 and JavaFX 2.1.0 b15.
      2. Launch IE, Firefox or Chrome browser without any applet.
      3. Uninstall JavaFX from control panel.

      Expected:
      FIU dialog should appear for all types of browsers.

      Actual:
      FIU dialog only appears when launching IE, but does not appear when launching Firefox and Chrome.
