RT-19370 introduced new resource strings in jfx/rt/javafx-ui-controls/src/com/sun/javafx/scene/control/skin/resources/controls.properties for virtual keyboard. Those are not translatable. But if they are kept within the file, some of the resource strings may be accidentally translated by WPTG and causes functional bugs. It's best to move those into a separate resource file that will not be delivered to WPTG.

For 2.2 message drop, I have manually deleted those resources from controls.properties that was delivered to WPTG for translation. The next translation drop for 2.2 is 6/20.
