JNLP Application cannot get the correct DocumentBase by Application.getHostServices().getDocumentBase() method.

Step to reproduce:
1. Install JRE7 b147
2. Install scrum #254
3. Launch JNLP Applicaition: http://sqeweb.us.oracle.com/deployment2/sheldon/webCases/javafx/fxfeaturesTest/fxfeaturesTest/html/DocumentBaseTestForManual.jnlp
4. Watch the output. If the documentbase is http://sqeweb.us.oracle.com/deployment2/sheldon/webCases/javafx/fxfeaturesTest/fxfeaturesTest/html/, the bug is reproducible.
5. The result is supposed to be http://sqeweb.us.oracle.com/deployment2/sheldon/webCases/javafx/fxfeaturesTest/fxfeaturesTest/html/DocumentBaseTestForManual.jnlp

Note: Applet works fine.
