SSV dialog is shown for applets when FX is installed on top of old JRE

      1. Install JRE 6 below security baseline.
      2. Install JavaFX
      3. Launch FX or AWT applet => SSV dialog will be shown.

      This is not expected. We fixed it to not show SSV for webstart case. Need to have it fixed for plugin scenario too.
