You find this menu in two tabs:
- "File" tab, "Scene" section, "Style Sheets" row
- "Look" tab, "Node" section", "styleClass" row
I speak about the right hand side menu below the list, the one with the arow head icon.
As soon as you've added one style in the list you see in the menu mentioned above both "Move Up" and "Move Down" which are useless until you've 2+ rows.
