The issue doesn't occur on Windows and Linux because the Preferences window is application modal and there's no system menu bar: as soon as Preferences windows is opened you cannot take any action elsewhere until you've closed it.

On Mac the menuitem File > Preferences is always active, and each time you call it you get a new Preferences window.
