I'm not sure that it's a bug, but it looks a little bit confusing:
-dnd circle
-click on the bottom left resize hint and move mouse to the right -- nothing happens, even if cursor cross right border
-release mouse button
-click on the bottom left resize hint and move mouse up -- nothing happens, but only until cursor then border will be symmetrically reflected(not continuously!) what is at least strange
