To reproduce:
-add any control(button, text field or whatever) to the content panel
-go to "Layout" panel
-set any anchor for the control(check the checkbox, input a value and press Enter)
-place pointer over corresponding anchor checkbox (next to the anchor values) and click
The checkbox is now unchecked and AnchorHandle is still marked as enabled and the font in text field is still looks like it's enabled. Moreover, control getXXXAnchor still returns not null value.
