Open IssueTrackingLite (from the samples).
Select the upper SplitPane.
Remove its top anchor form the Layout section.
Preview, and resize the window: the behavior is as expected.
Close the Preview window.
Undo the top anchor change (the top Anchor is enabled as before).
Preview again, and resize the window: the behavior is as if the anchor is not set.
