Scene Builder 1.0 b40 (both 32 and 64-bit SB)

Reproduce Steps:
1. Check preconditions
   Supported JRE exists (e.g. 6u32)
2. Double click on the Scene Builder msi file (32 or 64 bit)
3. Navigate through the defaults
4. Run scenebuilder.exe
5. Attempt to uninstall SB from control panel

Expected: Correct dialog appears about SB in use
Actual: SB was uninstalled successfully, ignoring SB in use
