Scene Builder 1.1 b16

Reproduce Steps:
1. Check no JRE/JDK on the system
2. Check no Scene Builder on the system
3. Install SB 1.1 b16
4. Check the SB files

Expected: SB files should be fully installed
Actual: C:\Program Files\Oracle\JavaFX Scene Builder 1.1\runtime\jre\bin\rmi.dll file is missing
