Run the Sample provided.

What I did is to link the height of the table to the height of the stage. This is a common and normal behavior.
Now grab scroll bar and go in the middle of the TableView.
Grab the bottom edge so that you can resize the stage's height. Now move up and down (while grabbing), you will see that TableView doesn't layout properly when going down. Rows that should be there are absent.

This was working before so something must have been done to the VirtualFlow to introduce that regression.
I can make a video if you cannot reproduce the issue.
