To reproduce:
Run the Calculator app:
Drag the calculator continuously using either mouse or touch.

Sometimes the drag action will stop (the calculator stops moving).
In this state, if you release the mouse press/touch and start a new drag action from outside the calculator passing through the calculator, the calculator will dragged again.
This indicates the drag state was left inconsistent.
