The documentation for setClosable doesn't mention that the tab must be selected first. I don't think it should be a requirement to select the tab before closing it. There are many cases (e.g. tabbed internet browsing) where you simply want to get tabs out of the way and being forced to change your current tab selection first doesn't make sense.
