Mac: System menu bar doesn't work at all with MacOS 10.9

      When running the attached code from NetBeans on a system running MacOS 10.8.5 and JDK 8 b113 I get at start up a window where one reads "Using System Menu" and effectively the app menu is live as a system menu bar.

      Running exactly the same on a MacOS 10.9 system you get the same window but no app menu: in place you keep the NetBeans menu.
