Steps: (this test case is from \new_framework\tests\javafx\manual\Preloader\testcases\PreloaderScenarios\CP_03_09_application.html)

Test Procedure:
1. clear deployment cache by executing javaws -uninstall
2. Launch the application javaws http://localhost:8080/Preloader/html/HelloPreloaderProgress.jnlp
(ONLY apply to JDK 8 and JDK7 version 7u11 and later: A security warning dialog will pop-up asking you 3. if you want to run the application. Click "Run" to accept. NOTE: This is NOT a cert dialog)
4. A progress bar should be there when loading resources
