BarChart ignores category and data order

When first Series in BarChart data is missing one of the categories it is always shown in the end of the Axis even if the category order is specificly set in CategoryAxis xAxis and also data is given in the correct order.

So the biggest problem is it doesn't allow to show categories in particular order as per comment in RT-25730 when a data value is not available for first Series.
