To reproduce:
1. Move mouse to the center of the scroll pane;
2. Press first mouse button;
3. Drag the mouse above the control. You will see that coursor will change.
4. When the mouse coursor is above the scroll pane just continue dragging clockwise.
At some point the mouse will be released.
