Mac Java 1.6.43 does not show Java Control Panel

      Mac OS X 10.7 / 10.8:
      If Java 7u17 has been de-installed and Java 6 version 1.6.43 is installed instead,
      1. there is no Control Panel visible displayed anymore.
      2. Safari does not run .jnlp correctly and stops execution after displaying header message:

      No other action, no software starting.What to do?
