When child is more css dirty than parent that gets lost

      If a parent and child are both dirty in the same pulse and the child is more dirty than parent. So child requires more detailed update to fix, the parent over writes the child's dirty flag with its dirty level, hence loosing the child's dirty level.

      This issue seems like it has been around for a very long time and only recently came to light with the bug RT-29018 but may be causing many other odd bugs.
