When jre6 is installed, DT should download latest cobundle jre with jvm 1.7* and javafx 2.1 defined. Now it will install javafx 2.2.1 and then inform user applet cannot be launched because of system configuration.

Steps to reproduce:
1. Install latest jre 7u8. (to make sure it has the latest plugin)
2. Uninstall all of the jre
3. Install 6u35
4. Launch applet from
http://sqeweb.us.oracle.com/deployment2/sheldon/webCases/FXDTManualTest/html/Install_fx2.1_java1.7.html
5. If it shows a information to install javafx 2.2.1, and try to install it. Bug is reproducible.

Note:
if no jre 6 installed, it will download co-bundle correctly.
