It is noticed that 6ux IE users do not get the 7u6 DT co-bundle auto download/install. Instead, they are routed to the java.com manual download page.
Under the same condition, FF/GC folks get the DT auto download flow.

*** Tested Configurations:
- x86 XP(sp3)
- IE8, FF 14.x, GC 20.x
- jre 6u34
- jre 7u6 DT co-bundle


*** Steps to reproduce:
0) Uninstall all the installed jre/javafx runtime
1) Install jre 6u34
2) Configure the system to use the custom dtoolkit.xml that is 7u6 conbundle awareness

3) Use IE to load the fx:2.2+ applet

If it is routed to the java.com manual download page, then the issue is reproducible.
