With no jre installed, DT should install both 7u6 co-bundle and java 1.6 when require for javafx: 2.2+ and jvm 1.6.*. Now it will install 7u6 co-bundle firstly and then try to install 6u35(but fail to download, exist very soon)

Step to reproduce:
1. Install latest jre 7u8. (to make sure it has the latest plugin)
2. Uninstall all of the jre
4. Launch applet from
http://sqeweb.us.oracle.com/deployment2/sheldon/webCases/FXDTManualTest/html/Install_fx2.1_java1.6.html
5. Click java image to install 7u7
6. After 7u7 is installed, refresh the page.
7. Click java image to install 6u35
8. If 6u35 cannot be download, bug is reproducible.
