Issue found on windows vista 64 bit, 7u10b17 which bundles fx 2.2.4 b17.
Move system date 5 years ahaead and load below URL from IE8:
http://sqeweb.us.oracle.com/net/sqenfs-1/export1/comp/jsn/users/larry/bugreport/fxnossv/FXExpiredJRE/html/ExpiredJRETestOldJRE.html
The native dialog appeares(select later) and it is followed by SSV and expiredJRE wanring dialog, which is expected.
Close browser and open another IE session with same URL link. The SSV dialog is gone and only 2 expired JRE dialog can be seen.
Althougt the SSV dialog appears again after running javaws -uninstall, I assume by design functioning of SSV is not relying on this.
The env is ready at sc22bi05 which can be rdc to with id/pwd: uadmin/changeme.
the antjavafx.jar I used was from picked up today(11/28/12):
