Upgrade of 64-bit JRE installers fails when IE is open

      DT co-bundl flow malfunctioned on x64 Windows/ 64-bit IE
      It corrupted the installed jre (no /lib directory) and deploy is not working after installation

      *** Tested Configuration:
      - x64 Win 7(sp1), x64 XP(sp2)
      - 64-bit IE 9, 64-bit IE 8
      - 64-bit rre 7u5
      - 64-bit jre 7u6 co-bundle DT flow


      *** Steps to reproduce:
      0) Uninstall all the installed jre/javafx runtime, DT native plug-in
      1) Install 64-bit jre 7u5
      2) Configure the system to use the custom dtoolkit.xml that is 7u6 conbundle awareness

      3) Use 64-bit IE to load the latest JavaFX 2.2 sample applet
      http://jre.us.oracle.com/java/re/javafx/2.2/promoted/fcs/b21/binaries/windows-x64/javafx-samples-2.2.0/BrickBreaker.htmll
      4) Click 'Free Download' to trigger DT flow of 7u6 co-bundle installation

      5) Close the browser to complete 7u6 installation


      If you can not do java-version from the command line, the issue is reproducible. Plug-in is not working at all

      * Strange result noticed:
       - No /lib folder under C:/program files/java/jre7.
      - Unexpected core.zip directory created
