EGLFB: Some touch screens report implausibly frequent taps; we need to filter out the noise in these events

      Some of our touch screens report multiple down/up events for a single tap.
      In cases where it is not reasonably for taps to have happened so fast, we should not generate mouse down/up events for every event we receive from the native drivers.
