Follow the instructions in http://javafx-jira.kenai.com/browse/RT-22191 to set up HelloTableView to show the problem.
0) Run HelloTableView
1) Click on 'Performance Test'
2) Scroll to the bottom of the table (item 9999.0 will show as the last item)
3) Triple click on item 9999.0
4) Item 9999.0 will scroll down off the page
Resizing or scrolling will reset the scroll bars and fix the problem.
