JavaFX doesn't recognize browser is blocking it and recommends to download java

When browser security is enabled it is blocking Java Plug-in to run without user permission. Java recognizes it and shows corresponding message (see screenshot). JavaFX doesn't and incorrectly recommends to install Java. Moreover, when user allows it to run it doesn't run and needs to reload the page. This is in turn blocks plug-in again unless user chooses "Allow permanently"
