If you have a 2.1 forest with the media repo and no glass repo, you will get the following failure if the top-level repo is already clean (that is, if build/vs.properties is missing).

Note that running the "dev-build.sh" script on a clean repo will hit this bug.

The bug is likely to hit more people now that the glass repo is no longer a separately built repository.
