PopupControl not styled by Parent's stylesheet rules nor inlined inherited declarations

      I attached a testcase that shows that the Tooltip is not impacted by the rules set on the HBox. If you uncomment the stylesheet set on the scene, you will get the expected styling.

      The HBox has an inline styling for the Font. The tooltip nor its graphic (a Button) are impacted by this rule. This is a second issue.
