Reproduce Steps:
1. Uninstall all JRE and JavaFX.
2. Install JRE and FX2.1.0.
3. Open a JavaFX applet with Chrome browser.
Such as the BrickBreaker.html in javafx_samples-2_1_0-windows-i586.zip.
4. Uninstall JavaFX from control panel with browser opened.
5. When the FIU dialog appears, click "Close Browsers and Continue" and click "OK" in confirm dialog.

Expected:
Browser closes and JavaFX is uninstalled.

Actual:
A FIU dialog appeared again. It is not expected to popup.
