Tested with 7u4 b18 on windows 7 32 bit, with both IE and FF
Reproduce steps:
1. Make sure there is no JRE and FX runtime installed.
2. Install JRE , for instance, I'm using 7u4 b18.
3. invoke an JavaFX webstart application on IE browser (or FF, Chrome), like http://jfx.sfbay.sun.com/hudson/view/Presidio/job/presidio/label=windows-i586-14/lastSuccessfulBuild/artifact/artifacts/apps/internal/AnalogClocks.jnlp

Expected: It should promote that JavaFX runtime in necessary and provide a URL to download FX runtime installer or so.
Actually: There is an error window "Unable to launch the application". When click on detail, it shows an xml parsing error.
