Win: No notification from glass when visual bounds of a screen change

      When visual bounds of a screen change (for example the windows taskbar is resized), there is no notification send from glass and so the Screen.getScreens() list remains unchanged. Seems that Windows sends WM_SETTINGCHANGE message for these changes.
