Run attached application on win and mac.

You can chose any control from dropDown and scroll over it (using mouse scroll wheel).
On Win I see: deltaY +/-13, textDeltaY +/-1

On mac OS I see: deltaY : +/-1,00006103515625 * k, where k > 0, int.; textDeltaY = +/-0.

I see difference, and I think, that if I do 1 mouse wheel turn, the values must be the same.
