[ScrollBar] Events consumed and not consumed depending on knob position.

      I talk about scroll events. When event coming, knob can be somewhere in the middle. Then, it will be moved to the end or to the start.
      If scrollBar in the end or in the beginning, then scroll event is not consumed. Than it makes some strange situations. like in RT-17731.
