Installing JavaFX SDK with /s does not install FX runtime

      windows xp 32 bit SP3

      Reproduce steps:
      1. Install JRE 170 as prerequisite
      2. Install JFX sdk b 41 with /s args. wait for its finish
      Expected: Both SDK and runtime are installed correctly.
      Actual: only SDK is installed.

      This issue can be reproduce when use "/s /bs". But There is no such issue when use "/bs" alone or use gui installer
